HYDROCARBON LAW
Hydrocarbon law in the Democratic Republic of Congo is mainly governed by Law No. 15/012 of August 1, 2015, which establishes the general hydrocarbon regime.
Here are some key points:
1. Ownership of resources : Hydrocarbons from the subsoil to the point of export are the property of the State.
2. Activities covered : The law covers upstream oil (prospecting, exploration, production) and downstream oil (refining, transport, storage, distribution).
3. Contracts : Exploitation rights are allocated mainly through production sharing contracts or service contracts.
4. Transparency and governance : The law establishes mechanisms to improve transparency and governance in the sector.
